Conducts regular access control audits, card access verification, user access management, user group management, new reader management, access removal, and supervises access card provisioning/printing processes.
Major
Responsibilities:
Creates and maintains consistent data integrity processes to include internal auditing programs, naming convention standards, pro-active investigation protocols and provisioning/deprovisioning best practices implementation.
Creates routine audit schedule of defined security sensitive areas to ensure appropriate access controls are in place.
Conducts contractor badge audits and unused badge audits.
Monitors, documents, investigates, and collaborates on unauthorized/unapproved access, and violations of the access control policy/procedures/and directives.
Conducts training for badge printing and badge user setup.
Conceives, develops, and deploys a coherent and access control risk mitigation program:
Performs cause, knowledge, or gap analyses to help determine appropriate high risk mitigation needs.
Develops and deploys dashboard tools and trackers that measure and monitor key performance indicators, identify deficiencies, and drive collective operational excellence.
Solicits and analyzes feedback to increase effectiveness of access risks through focus groups, subject matter experts, and other methodologies.
In conjunction with other key members of the Public Safety team, works from risk analyses, incident reports, anomaly detection, investigations, root-cause analyses, survey data, and site visits to thoroughly understand the operating environment to identify high priority audit mechanisms to minimize risk to the organization.
Liaises with other functional areas across the enterprise and recommends joint ventures that achieve synergy and improve access controls.
Assists in the site acceptance of access control systems in new or upgraded facilities.
Makes recommendations regarding the allocation of the organization's resources and helps craft policies, procedures, and programs that improve the department's performance in all key performance areas.
Provides consultation, recommendations, and technical expertise and support for deployed electronic access control systems.
Measures the effectiveness of internal audits to ensure compliance with federal and state security and risk regulations including DNV, CMS, HIPAA; other state laws related to risk mitigation; and peer/industry counterparts to identify and leverage best practices.
Represents Security and Public Safety in a variety of situations.
Fosters a culture of execution, accountability, and continuous improvement across the team.
Collaborates congenially and contributes to a climate of cooperation across the department.
Supervises a team of 9, each of whom have a direct reporting relationship to the Manager (for consistency, coherence, expertise, and standardization) and who have a dashed line reporting relationship to Regional Security Directors.
Performs human resources responsibilities for staff which include interviewing and selection of new employees, promotions, staff development, performance evaluations, compensation changes, resolution of employee concerns, corrective actions, terminations, and overall employee morale.
Develops and recommends operating and capital budgets and controls expenditures within approved budget objectives.
Responsible for understanding and adhering to the organization's Code of Ethical Conduct and for ensuring that personal actions, and the actions of employees supervised, comply with the policies, regulations and laws applicable to the organization's business.
Licensure, Registration, and/or Certification Required:
None Required.
Education Required:
Bachelor's Degree in Criminal Justice, Information Technology or related field.
Experience Required:
Typically requires 3 years of experience in managing an electronic access control program.
Also willing to consider candidates with a strong Identity Access Management background.
Knowledge, Skills & Abilities Required:
Knowledge of security procedures for the maintenance and operation of electronic security equipment.
Demonstrated ability to analyze complex data and correlate information to facilitate effective decision making, and strong interpersonal skills with the ability to collaborate effectively with multiple/diverse functional areas and multiple business unit leaders and stakeholders.
Skilled in Microsoft Office products:
word processing, spreadsheet, database, email, along with other computer applications to prepare comprehensive reports; Ability to perform detailed work with accuracy, while, at times, maintaining strict confidentiality.
Ability to work a flexible scheduling including off-shifts, weekends, and holiday, as necessary.
Strong technology aptitude with ability to learn new systems quickly.
